The aliens have discovered that the humans have a global communications network in existence, as well as a variety of territorial media broadcasts. For purposes of ranking, the global communications network (Internet) counts as a country, and specific sites count as territories (Facebook, for instance). Media broadcasts tend to operate via type as 'country' (radio, television, etc), and specific jurisdiction as territory (Comedy Central, ABC, etc.) Where it can be pinpointed, the actual city location is relevant (for example, ABC 6 Philadelphia) - which is useful for pinpointing the source of cultural outputs.
These rankings assign weight to the Agent's opinion. Someone with an Earth Ranking in the millions would be given more credit than someone with an Earth Ranking in the dozens.
