This basically just combines several other people's capbreaker mods into one discrete package, along with a few other mods I threw in for giggles.
This includes:
Pickpocket Chance Cap Remover: For some reason, there's always a 15% chance of pickpocketing failure even if you're an invisible shadow ninja with maximized sneak skills. This removes that and allows you to have a perfect chance under the right criteria.
DR and Resistances Cap Remover: There is a cap on damage resistance, DT reduction, rad resistance, etc. of 85%; this removes that cap, so with sufficient armor, you will be invincible.
VATS Cap Remover: VATS to-hit is always limited to 95%, and is capped in a few other ways; this allows you to always hit if you're good enough.
Level Uncapper: Raise level cap - or make it so the level cap goes away.
Skill/Special Uncapper: Uncap skill and SPECIAL stats.
Perk Per Level: Not strictly speaking an uncap, but related to the level uncapper.
SPECIAL Per X Levels: Not strictly speaking an uncap, but related to the SPECIAL uncapper.
