The Quartermaster is capable of placing orders for cargo crates from Home Office as well as from other local vendors. These orders arrive via supply shuttle some time after the order is placed. The Quartermaster can also send shipments to Home Office or local vendors in order to sell them the contents.
Empty crates can be shipped back to Home Office in exchange for some minor credits. Note that in all cases, money paid by Home Office is going to be significantly less than if they were shipping to you.
In addition to the standardized crates available from Home Office, you can also order specific items you need, which will be packed in a shipping crate. They will cost slightly more than crate-supply levels would (example: a SecTech Recharge crate with 2 recharge packs costs 1000; one recharge pack might cost 600.)
Local traders may offer their own assortment of crates for trade. Note that local traders usually don't deliver ID-locked crates, though they may deliver passcode-locked or key-locked crates, with the code or key given to the Quartermaster.
