The Merion family is the traditional holders of the title of Lord Mayor for 200 years; most of them perished shortly before office, Sala Merion thinks the job should be hers

Council election voted Simon in (and traditionally technically held an election all along) - most of the Merions had perished, including the current incumbent 

Simon was a clerk to the Merion family originally - and kept the documents of who owned what.

Was last seen going for a nap by Willow (Simon's halfling servant) - Simon was at a long council meeting
