Simply put, if it's in #The_Loft or another designated OOC area, or just wrapped in double-parentheses - also known as OOC bubbles -- it's OOC, or out of character. In short, it doesn't count towards character development -- it's just players chatting to each other and having some fun. In character, likewise, is what's taking place in the actual play area. Pretty easy, yes?
